[SARC] New Repeater for W4ORC

We now have a "new" repeater at the W4ORC repeater site.  It is a GE Mastr
II VHF repeater, taking the place of our Hamtronics REP-200.  Many thanks to
Jim Potter - N4NID, for helping us get this machine going.  The controller
we are using is a PSE508-2 (http://www.pionsimon.com/pse508-2.htm).

This repeater currently does not have Echo-link enabled, but we will get
this as soon as possible.  An interface will have to be constructed in order
for us to get this back online.

In the mean time, please be sure to check it's coverage area, and also it's
receive capability.  Signal reports sent to me at ki4rwl at gmail.com, or while
i'm on the repeater would be great.
